Main purpose of Job

Our accommodation provision includes a range of housing options including move on Dispersed (Supported Housing) for individuals closer to independence.

Working closely with other Service Managers the post holder will provide operational management to the Dispersed & Move on Services and will assist in the development of the organisation’s accommodation provision. The Manager will ensure the day to day running of move on accommodation and related projects and supervision of Dispersed staff.

The Dispersed Support Manager will ensure the staff team are supporting YMCA residents to maintain their tenancies and help identify areas where additional support is required to do so, working closely with Statutory services and Partners.

We recognise that this role is based in a commissioned service and the job role is contracted for at least 2 years with the potential of an extension to this subject to further funding.


Hours of Work

The post holder will be working primarily between the hours of 9am and 5pm, with the occasional requirement to work flexible hours as appropriate to the post including some weekends and evenings as part of the 24/7 rota and to be on call out of hours.


Main Responsibilities

  • Manage the day to day running of the Dispersed /supported accommodation Services and projects
  • Leading on the allocation and ensuring minimal void for properties ‘Ready to Let’
  • Keep an updated record of compliance with Health & Safety and Building requirements across Move on accommodation. Working closely with the Compliance Manager and Housing Manager
  • Regular property checks to ensure residents are supported to report repairs and maintenance requirements and that Health and safety issues are promptly dealt with.
  • Supervise and co-ordinate the Dispersed Team teams work within the accommodation provision, ensuring staff are supported and developed.
  • Keep informed about national housing related issues and implement changes in practise to improve the effectiveness of our services to homeless clients
  • To supervise, support and direct your staff to make appropriate and informed decisions around our clients support and accommodation
  • Ensure that rent, service charge and arrears are appropriately managed as part of the support package to our YMCA residents.
  • Utilise knowledge and contacts to ensure residents are able to access wrap around support in the community and that the staff team have a range of agencies and partners for referring into.
  • Ensure the support is flexible, person centred and delivered to a high quality and maintained and if resident needs increase, support increases or if needed a resident is supported to step back to a safer environment.
  • Ensure your staff build therapeutic relationships with the residents informed by Cognitive Analytical Approach (CAT)
  • Maintain excellent communication with full Management team

Specific Duties

Responsibilities to the Director of Homeless Services and OLT

  • To make recommendations to the Operational lead for Homeless services on the development of the service which involve any financial commitments or alterations to service delivery
  • To compile and collate reports on KPI’s and business areas as required by SLT
  • Ensure the service complies with contractual requirements and Health & Safety regulations
  • Attend and meaningfully contribute to fortnightly communication meetings with the an Operational lead for Homeless services d OLT, submitting reports on request
  • To give informed opinions and make recommendations regarding support, housing and HR issues that impact on the service, residents and staff team.

Representing YMCA Together

  • Attend all meetings both internal and external
  • Attend stakeholder days, forums and other external events
  • Represent the YMCA at regional and national level from time to time
  • Develop relationships with partner agencies, referral agencies and all other stakeholders

Line Management and HR Responsibilities

  • Support and develop the capacity and motivation of the team to deliver an innovative and high quality service and support
  • Monitor the team’s contribution to the collection of rents, reduction of arrears and ensuring compliance of staff with the HB application process and complex HB claims
  • Collate data on the performance of the service and team and make recommendations to the to Operational lead for Homeless services ensure the service achieves its KPI’s
  • Organise the staff rota and cover for the service and keep records of sickness, toil, rotas and annual leave ensuring the continuity of support for residents
  • Identify training needs and requirements for individuals to ensure successful delivery of the programme
  • Assist the to Operational lead for Homeless services manage disciplinary and grievance procedures when necessary
  • Ensure the induction of new staff to the service
  • Attend meeting with the teams you manage to ensure you are keep informed of your Service operations

Working with Residents

  • Encourage involvement and participation from residents in the development, running and shaping of the service
  • Hear appeal cases, complaints and complaints from the public as required.

Health and Safety

  • Follow and promote Lone working safer practices and ensure the safety of yourselves and team
  • Ensure the buildings meet legislation and Health & Safety requirements
  • Record and Maintain oversight of Health & Safety compliance, working along side the Compliance Manager and Housing Manager.
  • Ensure the properties are regularly checked and Health & Safety concerns are promptly escalated.

Teamwork

  • Develop trusting and secure working relationships with colleagues, sharing information and expertise, covering absence and working together to deliver high quality services.
  • Maintain contacts with local statutory and voluntary agencies and organisations attending/ representing the organisation at relevant local community forums, seminars and conferences as required.

  • Attend and participate in team meetings to ensure good communications and liaison with colleagues
  • Prepare for and attend supervision and appraisal sessions with the Operational lead for Homeless services , taking direction as appropriate and contributing to the development of both you and the service

The post holder will be expected to carry out other duties consistent with the responsibilities of the post and may be requested from time to time, they will be expected to demonstrate flexibility in all areas of their work. They will be expected to carry out some out of hours duties such as emergencies and meetings called at short notice.

Work within agreed policies recommending changes where necessary and cooperate with all other staff to ensure the best interests of YMCA are always a prime consideration.

Qualifications

Essential

  • A degree level qualification or equivalent in a relevant discipline, or a significant level of experience

Desirable

  • Support, Housing, Management or Health & Safety related qualification

Experience

Essential

  • Operation management experience of managing a similar accommodation or support setting
  • Experience of tenancy management of properties, including allocation and voids
  • Experience of supervising staff and other human resource areas including recruitment, selection, induction of employees, staff rotas and appraisals
  • Experience of chairing and setting meeting agendas
  • Must be financially literate

Desirable

  • Experience of working with Statutory Services, RSL’s, Landlords and other housing providers

Knowledge

Essential

  • Knowledge of Health & Safety requirements, compliance and Building safety, in particularly monitoring Fire Safety
  • A comprehensive working knowledge of the latest best practice in:
    • Housing related issues and legislation
    • Risk Assessments
    • Supported housing elements and client needs
    • Housing Income & Benefits in particular Housing benefit claims and arrears
  • Working knowledge, understanding and application of the management of Equality, Diversity and Safeguarding within YMCA Together

Desirable

  • Knowledge of homeless services and Creative housing solutions like Housing First

The technical ability to:

  • Manage the day to day running of housing projects and the issues arising from a 24/7 service 365 days a year
  • The ability to monitor, report and analyse; housing Income, allocations, Voids and other KPI’s

  • Assist with the management and development of a team through sound recruitment, selection, induction procedures for new employees and volunteers
